Rain and lightning: our cancellation policy explained

By Coach Tan Meng Chew (MC), Founder and Head Coach, SG Sink Or Swim
Singapore gets thunderstorms often enough that, if you're taking swimming lessons at an outdoor pool here for any length of time, a rained-out session is basically inevitable at some point. The question isn't really whether it'll happen, it's what happens next. I've had enough conversations with new parents confused or frustrated by a sudden pool closure that I think it's worth explaining, plainly and in full, exactly how this works: who actually makes the closure call, why it happens the way it does, and what our policy is when it does.
I'm Coach Tan Meng Chew, or MC, and I run SG Sink Or Swim.
Who Actually Decides When a Pool Closes
This is worth understanding first, because it clears up a common misconception. When a lesson is cancelled due to lightning, that decision doesn't come from us, or from any swim school teaching at a public pool. It comes from the venue itself.
For ActiveSG pools specifically, Sport Singapore uses real-time information from the National Environment Agency's Lightning Information Service to decide when to close a swimming pool for safety. This same lightning data is publicly available to anyone through NEA's myENV app, so you can actually check the same information the venue is using, if you're curious about conditions before heading to a lesson.
In practical terms, this means we have no discretion over whether a pool stays open during a lightning risk, and neither does any other coach or school teaching there. The moment lightning risk is detected in the area, the pool clears the water, full stop, regardless of what's scheduled or who's paid for a slot. This is a safety measure, not a business decision on anyone's part, and it applies uniformly to every swimmer, coach and school at that venue.
Why the 30-Minute Wait
Once a pool closes due to lightning, it typically stays closed until roughly 30 minutes have passed since the last thunder was detected in the area. This isn't an arbitrary number, it reflects standard lightning safety guidance, since a storm cell can still pose a genuine strike risk to open water and anyone in or near it for some time after the audible thunder has stopped.
What this means practically for a lesson is that even a relatively brief, passing shower can end up costing considerably more than the rain itself lasts. A ten-minute downpour with a few claps of thunder can easily result in 30 to 45 minutes of pool closure once you account for the mandatory waiting period afterward, often longer than the scheduled lesson itself.
Why Some Pools Are Immune to This, and Ours Generally Aren't
A handful of ActiveSG swimming complexes have indoor pools that remain functional regardless of lightning conditions, including facilities like Delta, Bukit Canberra, Tampines Hub and Heartbeat @ Bedok. If you've ever wondered why a friend at one of these pools never seems to have lessons rained out while yours regularly do, this is why.
The pools we teach at across the west, Bukit Batok, Bukit Panjang/Senja-Cashew, Choa Chu Kang, Clementi and Tengah, are predominantly outdoor facilities, which means they're subject to the same lightning closure rules as the vast majority of ActiveSG's network. I mention this not to make excuses, but because I think it's fair to be upfront: if you're teaching or learning at an outdoor pool in Singapore, weather interruptions are a structural fact of the arrangement, not a sign that something's being managed poorly.
Rain Without Lightning: A Different Situation
It's worth distinguishing rain from lightning specifically, since they don't always trigger the same response. Light rain without any detected lightning risk doesn't automatically close a pool, and lessons can sometimes continue through a drizzle perfectly safely. The actual trigger for closure is lightning risk specifically, as detected through NEA's system, not simply the presence of rain. That said, heavier rain often does arrive alongside lightning risk in Singapore's typical afternoon thunderstorm pattern, which is why the two get talked about together so often in practice.
Haze as a Less Common, but Real, Factor
Lightning is by far the most frequent reason an outdoor lesson gets interrupted in Singapore, but haze can occasionally play a role too, particularly during the drier months when regional haze affects air quality here. Outdoor physical activity guidance generally becomes more restrictive as the PSI reading climbs into higher, unhealthy bands, and at severe levels, outdoor swimming lessons specifically may need to pause as a precaution. This is a much rarer occurrence than lightning-related closures, but if you're swimming through a hazy period, it's worth checking current air quality readings alongside the weather forecast.
What Happens to Your Lesson When This Occurs
Here is our actual policy, stated plainly.
If your lesson is cut short or cancelled due to lightning, rain-related closure, or haze, we arrange a free makeup lesson. There are no forms to fill in, and no penalty fees. This isn't a discretionary courtesy we sometimes extend, it's a standing policy that applies every time weather takes a lesson away from you.
We don't distinguish between "a little bit of the lesson was lost" and "the whole lesson was cancelled" in terms of your right to a makeup. If lightning closes the pool 15 minutes into your session and it doesn't reopen before your time slot ends, that's treated the same as a lesson that never got to start at all, you're entitled to a full makeup, not a partial credit calculated against however many minutes you did get in the water.
Your coach or our admin team will confirm the situation with the venue directly. Rather than leaving you to guess whether a closure is genuinely weather-related or something else, we check directly with the venue or the coach on deck, so there's no ambiguity about why a session didn't go ahead as planned.
We'll work with you to find a genuinely convenient makeup slot, rather than simply offering whatever's left over. Since you keep the same coach throughout your time with us, the makeup lesson happens with the same person who already knows your child or you, rather than being handed off to whoever happens to be free.
Why We Built the Policy This Way
I built this policy around a frustration I heard from parents constantly before starting SG Sink Or Swim: being charged for a lesson their child physically could not attend, through no fault of anyone's, simply because the weather didn't cooperate. Over a multi-month or multi-year swimming journey, particularly one working toward SwimSafer stages, weather-related interruptions aren't a rare inconvenience, they're a near-certainty given how outdoor pools and Singapore's climate interact. A provider without a genuine, no-hassle makeup policy is effectively asking families to absorb a cost that has nothing to do with anything they did or didn't do.
I also think a fair weather policy matters for something less obvious: your actual swimming progress. If missed lessons simply vanish without a makeup, gaps accumulate over a course of lessons, and a child working toward a SwimSafer stage, or an adult building consistent technique, can end up with real setbacks purely from bad luck with the calendar. A genuinely usable makeup policy protects the continuity of your actual learning, not just your wallet.
What We Ask of You in Return
Check in with us if you're unsure whether a lesson is proceeding. Given that closures can happen suddenly and aren't always reflected immediately on official closure pages, a quick message to your coach before heading to the pool on a stormy-looking day can save you an unnecessary trip.
Let us know as early as possible if you need to reschedule your makeup lesson. The sooner we know your availability, the easier it is to slot you in with your usual coach at a time that actually works.
Be patient with the process during a stretch of particularly bad weather. During Singapore's wetter periods, when several lessons across many families get affected in quick succession, makeup slots can take a little longer to arrange than during a calm, dry stretch. We do our best to prioritise fairly and keep things moving.
A Practical Note on Checking Conditions Yourself
If you'd like to check conditions before heading out, NEA's myENV app provides the same real-time lightning information that venues use to make closure decisions, and the National Environment Agency's Weather Nowcast webpage shows current weather by location. ActiveSG's own facilities closure page lists pre-planned maintenance closures, but it specifically doesn't cover ad hoc weather closures, since those happen too suddenly and unpredictably to be listed in advance. For same-day weather uncertainty, checking NEA's tools directly, or simply messaging your coach, is more useful than relying on a facility's own website.
What This Doesn't Cover
To be clear about the boundaries of this policy: it applies specifically to weather-related closures, lightning, associated storm conditions, and haze in more severe cases, that are outside anyone's control. It's separate from a pool's regular scheduled weekly maintenance closure, which is a known, fixed day you can plan your routine around in advance rather than something the makeup policy needs to cover. It's also distinct from a missed lesson due to illness or personal circumstances on your end, which we also accommodate with free makeup lessons as part of our broader policy, but for different underlying reasons than the weather-specific explanation in this article.
How SG Sink Or Swim Handles This, Summarised
Weather closures aren't our call, but the consequences are our responsibility. We don't control when a venue closes for lightning, but we do control how we treat you when it happens.
Free makeup lessons, always, for weather-related cancellations. No forms, no penalty fees, no partial-credit calculations.
Direct confirmation with the venue, so you're never left guessing about why a session didn't happen.
The same coach for your makeup lesson, keeping continuity intact even when the calendar doesn't cooperate.
Certified coaches, regardless of the weather. Our coaches hold NROC-recognised swimming qualifications and are certified SwimSafer Instructors with current first aid and CPR/AED certification. Ask us for the details and verify them yourself on CoachSG's National Register of Coaches.

Frequently Asked Questions
Who decides whether a lesson is cancelled due to weather?
The venue, not us. For ActiveSG pools, Sport Singapore uses real-time data from NEA's Lightning Information Service to make that call, and it applies uniformly to every coach, school and swimmer at that pool.
Why does the pool stay closed for so long after the rain stops?
Standard lightning safety practice keeps a pool closed for roughly 30 minutes after the last detected thunder, since lightning risk can persist beyond the audible storm itself.
Does light rain always cancel a lesson?
Not necessarily. The actual trigger is detected lightning risk, not rain on its own, though the two frequently occur together in Singapore's typical weather pattern.
What do I get if my lesson is cut short or cancelled by weather?
A free makeup lesson, with no forms and no penalty fees, regardless of how much of the original session you managed to complete.
Do you offer refunds instead of makeup lessons?
Our standard approach is a free makeup lesson rather than a refund, which keeps your child's or your own progress on track rather than simply ending the arrangement.
How do I check conditions before heading to a lesson?
NEA's myENV app shows the same real-time lightning data venues use, and their Weather Nowcast webpage covers current conditions by location. You're also welcome to message your coach directly.
Does this policy cover haze too?
Yes, in more severe cases where outdoor activity guidance is affected, though this happens far less often than lightning-related closures.
How do I get started?
Book a trial lesson, and rest assured that if weather interrupts any future session, we'll sort out a fair makeup with your usual coach.
Final Thoughts
Weather interruptions are simply part of learning to swim at an outdoor pool in Singapore, and no swim school, ours included, has any control over the venue's closure decisions once lightning risk is detected. What we can control is how we treat you afterward, and our answer is straightforward: a free makeup lesson with your same coach, every time, without you having to fight for it or fill out paperwork to get it.
If you have any questions about how this policy applies to your specific lesson schedule, SG Sink Or Swim is happy to talk it through. You can reach us at (65) 9113 1462 or through sgsinkorswim.com.
